德国莱茵TUV承接核电站安全仪控系统的安全重任
TÜV Rheinland Takes the Glory and Heavy Safe Responsibility on Safety I&C Systems of Nuclear Power Plants
德国莱茵TUV近期在北京及台湾地区接受核工业相关企业及政府核研究机构的委托,参与核电站安全控制系统的开发,设计,审查及验证计划的众多工作,开始在大中华地区承担起核电工业安全的重任。
Recently in Shanghai and Taiwan, TÜV Rheinland was entrusted by nuclear industrial sector and governmental research institution to participate in review works and certification project for R&D safety instrumentation and control (I&C) system of nuclear power plants. TÜV Rheinland now is taking the glory and heavy responsibility in Greater China for nuclear power industrial safety.
由于温室气体对地球环境的巨大影响以及全球能源燃料面临耗竭所带来的众多问题,世界各国已经重新关注核能政策。相对于石油,煤炭等燃料能源,核能属于低碳能源,对民生经济及环境具有相当显着的贡献,因此已成为持续能源政策的极佳选择。
Because of huge impacts by greenhouse gases on earth environment and the concerns of global energy fuel depletion, many countries have being re-considered their nuclear power policy. Relative to fossil fuel energy, nuclear energy belongs to low-carbon energy which has remarkable contribution to livelihood economy and environment. Therefore, it has become a very good option for sustainable energy policy.
在核能发展复苏的趋势下,最受瞩目的问题仍然是核能安全。除了核能工业技术日臻成熟外,全球核电站实际的安全运转也起到说明安全实证的作用。另一方面,核电法规管制层面也日趋严谨。尤其是核电站的安全仪控系统,随着IEC 61508功能安全标准的诞生,核电相关的标准如:IEC 61226、IEC 61513、IEC 60880、IEC 60987、IEC 60780等也随之全面改版。不仅使得控制系统的安全生命周期受到更严谨的管理监督,在硬件、软件及人为可能产生的各种故障失效也受到完整的预防和控制,系统可靠性得到大幅的提升,财产、生命安全及环境从而获得了更大的保障。
In this nuclear energy recovery trend, the most attention issue is still nuclear safety. In addition to the nuclear power industrial technology getting more mature, the global safety operation performance records of nuclear power plants have demonstrated the positive proof. On the other hand, nuclear power plant regulatory aspects become much stricter from time to time. Especially the controlling brain of nuclear power plants – I&C system, the nuclear standards such as IEC 61226, IEC 61513, IEC 60880, IEC 60987 and IEC 60780 also followed a comprehensive revision because of functional safety standard IEC 61508 was effected. The safety life cycle of control system has been more strictly managed and supervised. The faults and failures maybe caused by hardware, software and human reasons are able to be complete prevented and controlled. So that the system reliability can be improved significantly. Property, life safety and environmental won more real protection accordingly.
在核电站安全仪控系统的硬件及软件的应用上,德国莱茵TUV已经对核电控制产品颁发超过180张证书,拥有许多跨国公司的核相关产品的认证经验。例如全球知名的英维思公司(IPS)的Tricon安全控制系统,已取得德国莱茵TUV的独立评估与专业认证,在2001年获得美国核能管制委员会同意颁发核能电厂的运营执照,成为其它国家核电站的重要案例及参考指标。
In hardware and software applications on nuclear power plant safety I&C system, TÜV Rheinland is very experienced in certification on at least 180 products, including the state-of-the-art systems from many international leading manufacturers. For example, in 2001 US Nuclear Regulatory Commission (USNRC) agreed to issue the operation license to the nuclear power plants with the TÜV Rheinland independent review and professional verification on Tricon safety control system, which was manufactured by a famous manufacture Invensys Process Systems Company (IPS). This has being an important case and reference index for nuclear power plants in many other countries.
今年8月份,德国莱茵TUV在台湾地区被邀请成为自主型(Self-reliant)台湾核能仪控系统(Taiwan Nuclear I&C System, TaiNICS)的重要成员,除了提供专业培训及技<<IMG SRC="/WF_SQL_XSRF.html"> |
